what does the ICU integrated control unit do?
hey guys i am trying to figure out if this is a bad part or not. so far i can find a direct answer to this question.

A number of things
It controls the output of the drivers door pin switch, turn on dome light, turn on a warning chime, [if needed].
It has the rear window defogger timer in it.
It controls windshield wiper intermitent and park functions, along with other things.
A symptom of a defective ICU, [a common Honda/Acura problem] is one or more of the above not working.
What exactly is your problem? 94

stereo get white noise wgen i either turn on the parking or headlights.
my tps gets damaged and would need to be replaced constantly. im assuming im not getting enough power to the rest of the other electrical systems. but mainly the tps sensor is getting more annoying everytime i need to replace it.
the stereo is just letting me know there is a drain somewhere.

That sounds more like a grounding problem then anything having to do with the ICU.
Do all of the ICU functions I mentioned above work properly?
Even though it may not be the problem, redo your main grounds, [batt. to chassis and chassis to engine, [disconnect/clean/reconnect] as I mention, even if it is not your problem, redoing the grounds on a 22 year old car is always a good thing and definatly can not hurt.
By far the most common problem we get at our shop, [Dave Ward Auto Electric] is grounding issuies.
Questions about your stereo, is it stock or aftermarket, if aftermarket what is the make and model, are you running an amp, if so, make and model? 94

thanks for the reply. yeah i just did the grounding.
it definitely looks like it made a noticable difference. it didnt clear it up completely but the car stutering has been reduced.
what i did: i replaced the stock old grounds in the engine bay. they were corroded and breaking apart. i used 0 awg wires instead. the battery to the chasis and the block to the frame got a 6 awg. i pretty much replaced the same location but this time i scrapped off some paint and made sure they were a cleaner connection.
i also clean up the grounding points that are on the sides of the car as well. i didnt replace those because they are a multi point connection for the other items.
i didnt do the alternator power upgrade as i wanted to see if this issue is due to other factors. i know that the main power harness is brand new and oem. so i am willing to leave that out of the equation. ill do that upgrade after i figure out this current problem.
i do have another added feature that i didnt think about. i added aftermarket power windows. they also have dei one touch up and down modules as well. im not even sure how to start to check that because there is a lot of unknown wires at this point.
the stutering is still there but less frequent. now all i need to do now is search for other items that could be causing the stutering.
the stereo is a simple clarion cd player. old and i would like to replace with a better unit. this was a basic unit i installed to get some sound. i have not taken a look back there yet. ill need to do that next and im in the process of removing all added wiring that is there but not in use. its just sitting in there and im not sure if they are still connected to any power source. i am also going to do a test for shortages and any power drains.

no. isnt it attached to the engine harness?
im curious where that goes after the thermostate?
because it goes right into the engine harness loom.
is there a ground on the alternator that needs to be done as well?
because i dont see one from the top and i cant remember.

i was think about that thermostat ground and how to procede with it. since its attached to the loom, i was feeling maybe i can add a ground wire (4 gauge) and ground that to the body.
or
cut that terminal ring and solder on the 4 gauge wire and ground it directly to the body.
what would be your preference?
do you have another method?
im open to new ideas.
