Default b16 cam seal replace, timing belt tension question

hey honda tech im not new to b series or timing . Just wondering if its possible to tighten belt properly without removing lower cover.. yes i have full timing cover on my b16. I have the lower mark and cam gears aligned it just trying to add tension with removing lower cover, only reason is because I'm in an apartment complex and I know they will not approve of me using a jack to raise car to pull crank pulley/plastic cover off to apply tension that way to timing belt? I'm mechanically inclined and have had b series engines for awhile.

I was think of slightly rotating crank a hair then tighten tensioner bolt. Just want some other opinions?

I was able to apply appropriate tension without removing lower cover while in vehicle with no jack ... Thanks anyways Honda-tech...

Any questions feel free to ask if unsure how I was able to remove cams to replace cam seals and set timing.

So you removed upper/outer cover and used a wire hanger to pull the tensioner tight whilst tightening the 14mm bolt that can be accessed by removing s small rubber plug on the lower cover...should have known how to do this in the first place since your not new to B-Series or Timing.
