Default '97 EX - Code 22, Idles shity, stalls, runs fine over ~1200 rpm. VTEC stuck on?

1997 Honda Civic EX. P2P ECU. Throwing code 22.

Here's the run down. Car wasn't starting. Had no check engine lights before this. Did a compression check. Took out 15 amp fuel pump fuse under dashboard, as well as unclipped all 4 electrical connectors for each fuel injector. Then, I disconnected the large multi-wire connector at the distributor to disable ignition. I also disconnected the VTEC solenoid ground wire thinking that it was part of the distributor (I know, stupid!). I then ran my compression test. All was fine! Turns out my distributor cap and rotor were done for. Got the parts (new plugs and wires, too), put them on, getting spark on all 4, fuel injector connectors are all plugged in properly, 15 amp fuel pump is back in properly, VTEC solenoid ground wire is plugged back in, distributor electrical connector plugged back in. Time to start it up!

It's starts up...but BARELY. ALMOST stalls. Runs like it's very rich, or missing or something. I give it some gas, it bogs a bit, then revs up just fine and then comes down to a good idle. But, if I give it gas, it hesitates and when I let go of the pedal after revving high, it almost stalls and sometimes DOES stall. CEL comes on. I check the code by jumping the service connector. Code 22. VTEC pressure switch. I never touched the pressure switch, only the ground.

Based on these symptoms, I'm thinking that the car is stuck in VTEC mode. This would explain running like **** at idle. It's getting spark, fuel and air just fine.

I unplugged the 15 amp ECM fuse for ~30 seconds, plugged it back in, started up the motor. I thought maybe it needed to "relearn" or something. It did the same thing, and about 5 second later the CEL came back on. Code 22. Any ideas?

Edit: Oh, any yes, I plugged the spark plug wires in the correct order!

Is there any chance the VTEC could be stuck on due to me having messed up the ground connection?

Can you take a picture of the "ground"? How is the pressure switch wired, because stock there is no separate ground, it's just one 2 pin plug.

It's kinda set up like this. You have the oil pressure switch connector which is green and has a few wires. Then, the ground comes out of the top of the solenoid, ends at a connector which slips onto a tiny metal bracket, and then another connector plugs into that one, which then runs into the wiring harness of the car.

That's not a ground. That is the VTEC solenoid wire. The pressure switch has two wires in which one acts as a ground to complete the circuit. Code 22 is for the pressure switch so check here on how to troubleshoot it:
