notice this in the shop manual, the pulley bolt ft lb reading is jacked up

 

Reports it is jacked up. Doesn't say what he thinks it is supposed to be. Point of thread?

It should be 134 ft lbs.

the actual mathematical conversion would be 136 ft lbs

But Honda lists 134 in five other places but the timing belt replacement procedure for some reason has the wrong number and this is a factory manual.

Maybe the torque value is correct for the UPlley?
