Default 99 civic with 98 engine laggin out

So I just got a 99 ek coupe, the guy I got it from had a d16y8 turbo and all, but it spun a bearing. Well I had a spare y8 out of a 98 coupe so I just straight swapped them. So heres my problem: the engine I put in was running fine before it was pulled but after putting it in its running like crap. I went through and set the timing just to be sure it was correct, new plugs, etc. Well its starting and idling fine now but when I push the gas the rpms bog or just drop and it tries to die. And it does missfire from Time to time. I put a new tps and all and still nothing, now the ecu does have a jumper harness from obd2b to obd1 and its running a chipped p28. Thats the ecu that was in the car when I got it I just pulled the eprom out...ive search3d and searched but havent found any answers. Can anyone maybe point me in the right direction? If you need pics I can get them...thanks in advance...and to the mods if this is in the wrong area please move it, thanks.

Bogging when you tap the gas is generally a sign of improperly set timing, so I know you said you've checked it, but check it again. Make sure to check both mechanical and ignition timing.

Have you tried running the motor in the new car with the donor car's ECU?

Well ive set the timing a total of 4 times now and checked it again today with the timing light and its still saying correct. Ive also tried advancing and retarding ignition timing a bit helped on idle but not on the throtle, as far as the donor cars ecu im hoping to have a n3w jumper harness from obd2b to obd2a in tomorrow so then id be able to use that...do you think it could be the tps or map? I forgot to mention to my fuel pressure is at 39 psi when its running, havent been able to check thwt when I push the gas though

the map is probably not right, as obd2 d16's are different timing wise than the obd1.
