#1 Supercharger.
#2 ITB's 450-550 injectors with 3'' cat back and head/port work, a set of stg 1-2 cams dep on brand, a good header + tune.
To hit 250 hp N.A is gonna take a lot of work more than #2.

Yeah 250 NA hp on the h22 is mad difficult, I use to own a 5th gen prelude and trying to mod it was a pain. That motor responds terribly to bolt ons. You need to buy the best of the best to get any power.
