Default 93 civic ex ECU

Where can I get an OBD1 for my 93 civic coupe? it has in a d16z that i got from a civic del sol. It runs fine but i've been getting a code 13 which is an "atmospheric pressure sensor" and everyone has been telling me thats found inside the ecu so i better just get a new one. Where could i order one and have it shipped to Belize?that's in Central America. By the way, this also causes or gives me a hard time to start on rainy and cold days. it takes a long time before the fuel pump primes. it wont start until you hear that click sound from the main relay.

Have you checked eBay, the FS/WTB sticky, and the H-T Marketplace?

but would the start problem be due to the ecu as well?

Sounds like a classic ECU problem to me. Do you have a buddy who would let you swap his good P28 into your car to verify?

I heard it's usually the capacitor at location C14 on the ECU circuit board that is the problem for the crank but no start because the fuel pump doesn't prime problem. I have a ECU with that problem and I'm thinking about getting it repaired by a good solderer to confirm this solution.

Someone else suggested to get all the capacitors swapped out on the board because they are all subject to moisture and heat deterioration over 18 to 20 years.

It's a common problem and seen a lot on these threads.
