Default Airbag tray

I bought an airbag tray because I got rid of my passenger side bag in my 96 civic. I bought it off icb so it was the CDM tray which is OEM. (96-00 civic)

The tray seems to have trouble sitting flush with the dash where it's suppose too. The top of the tray closer to the windshield has a little more room to push down.

Anyone else have this problem? Any type of adhesives to try maybe?

Tray is supposed to screw into place from underneath. You did this?

One would think that you reuse the screws from the original airbag since that is how it's mounted. Is that the case here?
