Ive had a problem like this before, i forgot to hook up my iacv and my car was stuck in limp mode it would only limit me to about 1500 rpm unless i got on the gas.

It sounds like one of your sensors may be unhooked and your ecu is running in limp mode too.. What ecu are you using?

That wouldnt cause it to seem like its redlining at 1500 would it?

possibly. if the valves are open when they shouldnt be then it wont make any power. post a good video of the cars problem. it will help us diagnose it.

Your ecu could be the problem, the y8 is vtec and the ecu pm6 ecu is for non vtec.

You might need a obd0 to obd1 ecu jumper and a p28 vtec ecu and possibly wire in your vtec solenoid

We will see when you post the video

If my memory is correct the ex sedan was mpfi out of factory. Now the y8 engine is sohc vtec so you will have to convert to obd1 and add in the vtec goodies .. or slap on a sohc non-vtec y7 head and you wouldnt need to convert to odd1. Depending on your skill and prices you can do either one.

^^^ this.

and are you getting a CEL?
What are the codes?

You can run the engine on your ECU... you just won't get vtec and it won't be running very well.
Better to go OBD1 with a P28, or a modified OBD1 ECU running a Y8 basemap or at the lieast a P28 program.
