Default H22A no compression

Hello everyone, new to the forum but not new to cars. So I just got a H22A for my 93 SI. I tore the motor down and had the block and head sent out to the machine shop for cleaning, cylinder hone, line hone on the mains, and new valves. I installed all new bearings and rings and all new gaskets. After getting the engine in the car it wouldn't start. Come to find out I have very little compression. I tried putting some oil in the cylinders to see if the rings were the problem but it didn't help. Today I pulled the head and put some water in the chambers, the valves seem to be sealed very well (no water leaked out) now all I can think is I got a faulty head gasket. What do you guys think?

Frm cylinders have a very specific honing process. Not all machine shop can do it, or even know how. Don't know the exact Specs off hand but I think it's something like a 6 or 800 grit stone at 30 rpm with a 60 degree crosshatch. Don't have my helms on hand. Somebody want to correct me?
