94 civic VX/99 GSR swap - Hard start, ruff idle when warmed up and won't rev past 7k

I posted this in here because there seems to be a little more traffic here rather than Hybrid and my problems are just as likely to affect a d series as it is my GSR swap.
Well since it got cold, I am having issues with car not starting right away when motor is cold (has always fired up right away), ruff idle when it warms up (doesn't always happen, tends to happen more after a spirited drive). The other thing that is driving me crazy is the motor won't rev past 7k. Never has since swap!
Running stock OBD-1 P-72
I have no vacuum leaks- checked and rechecked
IACV- spotless, could eat off it it is so clean!
99 GSR so no FITV.
Sensor are all installed correctly
Tried to calibrate TPS but volt meter was reading 5v rather than .5 and did not change when opened TB all the way???
Thought tach was off but it is spot on
Vtec works- 4500 RPMs everytime
I bought a Walbro 255 thinking maybe my Stock VX pump isn't able to handle the higher RPM's ??? Waiting for that to get in.
I am getting frustrated because I don't know what to do next to try and resolve these problems!!!
Any insight that could help would be much appreciated!!!!

Yes forgot that cel does work but isn't on.
Ron- I took a paper clip and stuck it into the yellow/blue wire and grounded at the battery with my volt meter set on DC. I don't know why it kept reading 5v. Obviously something isn't right with that but I was tired of working on it last night and called it quits. About to go out there in a few and work on it some more.
The gsr swap I have has 85k miles. I am leaning toward replacing spark plug wires and distributor but don't want to start throwing money at parts and it not be the issue.
I went ahead and bought a walbro since I will be upgrading anyways once problems are resolved and I go boost. Figured stock pump could be on the way out since original motor did have 300k miles.

Which wire on the TPS are you reading off of? You might be reading the wrong wire.

I was just thinking about that and I am about to go rent a timing gun since I have yet to purchase my own to eliminate that possibility.

What car?
You measured the TPS reference voltage, which should remain constant at 5V.
Measure voltage between the Red/Blk and Grn/Blk wires by backprobing the TPS connector.

The red/blk gave me a .55v reading with TB closed but gave me a 4.46 at fully open TB????

Ok, thought so. I have had coil on plug since 2000 so I got a little spoiled not having to worry about a distributor and wires.

Car runs much smoother at idle... after it finds it! When I am slowing down driving, clutch in and the motor drops to idle, it will rev +/- 300-400 rpms for a few seconds and drop down to idle. Still wont go past 7k.
I am wondering if the ICM could be the culprit??? I did go with part store parts for now. The cap and rotor did appear original with a lot wear so any thing was a improvement. I will upgrade to OEM Honda parts after Christmas. My Christmas list was long and expensive and included a AR-15, Nardi wheel, HKS BOV so I had to cheap out for the time being.
Idle is a hell of alot smoother and a lot less rattles in my car (hasport mounts).
Had to do some family time so I still have to check timing.

Well they don't rent timing guns so I bought the only one they had. Timing was advanced to the red mark (18). I adjusted so that I was advanced about a 1/8" past the green mark (14). The idle drop down to a nice normal idle. The car is much quiter. Being gutted with only carpet seats and dash, every thing rattles with my hasport mounts. The motor def lost a lot of vibration which I like. 

It isn't reving up and down but when I was pulling in my neighborhood, my rpms didn't drop past 1100 rpms until I came to a complete stop and it finally dropped down to 850-900.
Still not getting past 7000k and cant figure that out for the life of me!!!

Some one mentioned their vtec solenoid screen being clogged up and causing a similar problem not reving past a certain rpm. Thoughts ???
