Help: Lagg before car begins to crank.

So ever since it's gotten cold my car car is having issues starting. This issue started last year in the cold, but cleared up once it heated up. Now it's come back, but worse. When I turn the key to the start position nothing happens for sometimes up to 10 seconds. My radio even beeps which happens when I turn my key to the off position. Once the car finally actually starts cranking it fires right up. And once the car has warmed up it fires right up. It only happens when the car has been sitting long enough to get cold. Anyone have this happen or know what causes this? Advice is appreciated, thanks.
So is that in an Integra, or the 70 Ford Van?

If you do not already have one, pick up a 12V test light, not the LED type, one with an ordinary 12V light bulb in it, for under $10 you can get the Binford 5000 12V test light at your local car parts store, it will pay for itself in no time.
Yes, you will also need a multimeter and/or a "logic probe" if your going to troubleshoot electrical problems, the 12V test light is still the first tool you should pull out. 94

It's for a 2001 integra ls. My battery is good. And my head almost exploded reading fcm's post lol. Thinking it might be a bad ground in my starter or something.
