Limp Mode? Bogs at full throttle - B16A2
Have searched and found common problems but no solutions. It's a 99 SI B16A2. The timing belt once busted and was replaced. Ever since then the car has been acting up not being able to hit Vtec or rev higher than 4000 rpm.
Here's what I've checked/tried:
TPS/MAP plug positions (They aren't reversed)
Plugs, Wires, External Coil, Cap
New Distributor.
Upgraded Fuel pump to Walbro 255
New Fuel Filter
New Stock Injectors
New Throttle body gasket
Cleaned the IAC Valve
Engine/Ignition Timing (all good here as well)
Fuel level at 42 PSI
swapped ECUs with no change. (Both chipped P28 and stock P2T)
Probably forgetting something... what else should i look for? Ive checked these things many times. The car ran fine before the timing belt busted.
Still runs fine other than WoT probably about 90% throttle and up it runs as if I'm out of gas or a plug wire is disconnected.

The timing belt was the only thing that was repaired, nothing else was touched. Cam timing is at Top Dead Center. At idle, the car can rev up high but once the car is moving, it does not go past 4K rpms.
