are you able to buff off the clear around the area then reclear coat it?

You will have to sand the whole hood. If you do not properly sand it completely smooth IT WILL SHOW WHEN YOU REPAINT IT! After you sand it smooth seal/paint/clear it. You rarely ever just "reclear" old paint.

Definitely make sure you properly sand it, AND SEAL IT! The chemical reaction that you get when you paint over stuff like that will cost you triple the time and effort AND materials, being that youll have to start from square one again.
