Default How to fix power locks and dash lights?

I have a 1992 honda prelude and the power windows work perfect for both windows, but none of the dash lights work or come neither do the power locks work. What may be the problem, or how can I go about fixing this cheaply?

Have you checked the fuse?

Do not just eyeball them, use a 12V test light and test then in the fuse box, touch test light probe to both test tips on the fuse.

Both power door locks and dash lights are on a constant power circuit, [hot at all times] but the dash light fuse will not have power untill the park/head lights are on. 94
