New guy / DLC pin 7 communication issues

Default New guy / DLC pin 7 communication issues

Hello all, first post / thread here. I've been searching, googling, searching this site, etc.. etc.. ad nauseum. Hopefully this is not something that could have been found online with more searching.

Background, vehicle, etc..

2002 Honda Civic EX 5spd 140k miles. I am 2nd owner and bought it as a commuter. Its bone stock and all interior (stereo etc..) is stock as well.

It was in an accident where driver's airbag deployed before I owned it but seems that it was well repaired and looks and drives perfectly.

Issue

The OBD2 Data Link Connector (DLC) will not connect / communicate with any OBD2 scanners, ScanGuage2, or our local E-check (environmental testing in the county I live in) equipment. Other than that, the car and all other components are working flawlessly.

I have troubleshot the DLC with a digital multimeter (DMM) and all pins test fine *except* for pin 7. Per my reading about OBD2 DLCs, pin 7 is supposed to have ~3 volts. It tests at 11.9 volts on the DMM. I checked all fuses (under hood fuse 9) and other things that were obvious to me. Realizing I was getting out of my league quickly, I then ordered the Honda Civic electrical troubleshooting manual.

Pin 7 on the DLC is referred to as the K line. The K-Line circuit is called F29 It show that there are 2 circuits for my 2002 Civic EX. One terminates under the hood in the large ABS plug (I forget which pin), the other terminates behind the glove box at the ECU (pin E23 I think) I tested each one for continuity and ohms via the DMM. Each circuit has continuity and 0.0 ohms.

I've been throwing the idea around of buying a new / reconditioned ECU to see if that is bad.. I am wondering if the accident could have damaged some wiring somewhere?? What else can I troubleshoot regarding the wiring?

Its pretty frustrating at this point, can anyone shed any light??

I'm hoping that Mr. Honda (or someone with similar knowledge!!) can post up some ideas.......

. Hi I have a similar issue with my Element. What did you find out? Was the problem with the ecu? I cannot communicate with a scan tool through the DLC. Power and grounds good etc.

Common issue with the 7th gen Civics is a fried PCM when the bolts securing the alternator become loose. These bolts are the ground for the alternator. I think there are 3 bolts and an adjustment bolt. A fried PCM will not connect to a scan tool.

Any weird dash light behaviour lately like flickering battery light or the ABS light on and off?
