Default P28 ecu, VTP always on?

VTP circuit is always closed. Anyone run into this issue?

Trying to set up my VTP as an input to activate/deactivate my data logging in NepTune. As soon as I power on the ecu The VTP box goes checked in the data window and the switch I wired in has no effect. Switch is working/grounded properly, nothing changes if I remove it entirely. All vtec functions have been disabled in the parameters.

Just wondering if anyone is aware of what sectors/components of the board might be affecting this and where I should be looking for issues. I'm becoming pretty sure that it's a hardware issue.
