Default 99 civic ex coupe 5spd new radio no power locks

Hey
I have a 99 civic ex coupe 5spd
I bought the car this way, previous owner said the power locks stopped working after he installed the aftermarket radio.
I can still lock/unlock the doors individually with the key or individually with the levers on the doors.
When I try to unlock/lock with the fob the lights flash and I can hear a click inside both doors, but nothing changes with the locks or levers on the doors.
Also, when i lock the driver door from inside with the lever I hear a click in the passenger door, but again, nothing has changed.

I read that removing the factory radio could cause a loss of keyless entry up to 1998 but(if done properly) should not in a 1999 or later. Is this true?
I also read problems with power locks sometimes affect the dome light, but my dome light and other electronics still work.
Before I start taking the radio out and door panels off, any ideas of where I should look first?

Here is the electrical diagram. According to this, the radio should not interfere with the door locks.

To start, check the fuses in the diagram.
