Is the stud spinning too, or just the nut? If you can get enough clearance underneath the nut to fit a small set of vice grips, you can probably just take the whole stud and cap nut out together and work on it that way. If the stud and nut are crossthreaded, you'll want to replace both of them anyway. $2 bucks tops at the junkyard.

arent they connected ? or maybe I dont understand what your saying lol
The whole stud just spins like it would if you were un screwing it but it doesnt go any where

Ah, you might have bolts instead of cap nuts since you have a D16Y8. If that's the case, try inserting a flathead under the bolt and prying up a bit as you turn it with a ratchet. Sounds like your threads are stripped on the bolt and/or bolt hole. That might help it catch the threads.
As a last resort, you could always grind the bolt head off and drill it out.
Pics would help too.

I figured it out lol i guess the vc studs on y8's arent supposed to come out all the way. Just unscrew them till they dont come out any more and pop the vc off
looks like a couple of them were cross threaded into the head .. the studs look fine but they stripped part of the holes they go into on the head

what am i going to have to do ??

They tightned just enough to keep it on pretty well.. havent started it et to check for leaks
It looks like it was just the top couple threads in the head that stripped..
Should a tap and die be fine to just re thread it ?

If the actual holes in the head aren't stripped too bad, you can probably get away with using high strength thread locker.
If it's worse, you could try some of that Permatex thread repair goop... though I've read some bad reviews for it. Apparently it sets up really fast. I haven't tried it myself, so I can't say one way or the other. I just know it exists.
If you want a real, permanent fix, you could get the appropriate sized thread repair coil and tap one of those in there. Alternately, you could just drill the thing out, retap it to the next bigger size and find a slightly larger diameter stud.
