Default 1999 civic dx with b20 RUNNING ISSUE

ok im pretty much stumped on this one. I have a 1999 civic hatch dx with a b20b swap. ill be as detailed as possible. i am using a OBD2b vtec harness and a obd2b to obd1 jumper harness running on a pr4 ecu. car basically starts and immediately shuts off, and will only stay running with my foot on the gas. ive already tested compression: 170,170,180,178, replaced spark plugs,plug wires, fuel injectors,fuel rail, throttle body,iacv with good running ones. with the same result. only codes that are present are o2 sensor and o2 sensor heater (will install one). i also swapped ecus with other known working ecus such as a p2p single cam. with that ecu it actually idles but hesitates when gas is applied. im leaning towards it being a bad ecu, open to suggestions....

did you check mechanical timing?

no i havent, but i will today. reason being is this engine is supposed to have "low mileage" since i did buy it from a jdm importer. i will check and update
