Low Idle troubleshooting

So I recently replaced the head on my 91 civic dx. Running fine before the head swap. Stock head re surfaced and using arp headstuds and 1 layer metal headgasket.
The idle was high like the pedal was sticking so I loosened up the throttle cable and the idle drop back to normal after doing snap throttle test. It was still really low so i re-adjusted my dizzy timing. Right now I have the middle mark lined up with the mark on the timing cover. Idle is still really low, surging and nearly cutting off. What should I adjust now? I saw the screw but didnt know if i should mess with it.
So to recap this problem, car was running smooth before head job, High idle but low when pulling back on the pedal as if it didnt return all thee way.
Loosened the throttle cable a few turns, re adjusted the ignition timing using timing light.
