Default civic running rich

I just bought my first honda. It is a 90 ef sedan with a d16y8 vtec swap. the car had been sitting for 2 years before i got it from my brother. it starts and runs fine but is running entirely too rich. I have never dealt with many imports and am trying to figure his one out. I bought new plugs and am going to put those in tonight. but what other issues could there be? I am unsure of what the person who did the swap has or has not done so I am kind of in the dark.

Maybe basic tune up, spark plug,spark plug wires, fuel filter,cap Nd rotor.
I got an 89 sedan with b18 it was running really rich due to using an accord ecu.
Bought a stock virgin pr4 ecu and it was running good.

What ECU? A swap like that should mean obd1 conversion with a stock P28 or a P06 with the VTEC conversion kit added.

There should be a 2-wire service connector above the P28 ECU. Short the connector and watch the codes blink - click the Codes link in my signature.

Good news. took it to a shop. just didnt feel comfortable. 100 bucks to fix 2 non working injectors, fix a wiring issue, and to diagnose a bad #3 injector. But the car is running great no longer running rich and has a ton more power.
