I am thinking it is going to be the ignition switch but for right now, I just can't think of any other way of fixing the problem.

 

Also the battery stays on and all the dashboard lights stay on unless I unplug the battery terminals.

No. You can buy just the electrical part of the switch.

There's a TSB for some not all Civics. You can call Honda to ask whether your Civic VIN is covered.

it's worth a try. i went to my local honda for them to replace my ignition switch and it was absolutely free

 

Changing the ignition switch did not solve the problem.

 

If you replace parts without doing some testing, then finding the fix will be slow and expensive.

 

So what do you think it could be? I am thinking it could be the alarm system that was installed because their is a bypass on the clutch and or it could be maybe a short in the wires because the car won't turn off even if you pull out the ignition switch wires too.

 

Get a multimeter so you don't have to continue to guess. A multimeter will tell you what the problem is.

 

So basically check everything output and see if its correct.

 

Start by inspecting the Wht wire in the 7P connector for the ignition switch.
