Default Refilling struts?

I bought a set of dampening adjustable Olihns for a good price. On the bottom of each strut there is a nut there & I believe it is there to get the shocks refilled? Anyone ever run into anything like this? They are for 97-01 Itr. Everything is written in Japanese so I can't really pan out what it says

I'm sure they could be rebuilt, but i don't think that is something an average guy could do in his garage. lol

I would start by giving Olihns a call, and see what they say.

Any facility that can rebuild shocks can rebuild these.
