'99 F23A1 top dead center question

Default '99 F23A1 top dead center question

First time changing a timing belt and had to pull the belt off and redo and the cam moved when I looosened the crank bolt. I had TDC earlier but now not sure. If I rotate counter clockwise I can get TDC on the crank and cover but the cam UP is pointing down. Am I missing something or shouldn't I have TDC on both the crank and cam when the belt is on? When I rotate crank again I can get both to TDC but that doesn't feel right to this first time timing belt changer. Thanks for the help!!

If the up arrow is down when the crank is at tdc you need to do 2 more crank rotations then they should both be at tdc
