'99 F23A1 timing belt tension

Default '99 F23A1 timing belt tension

Finished replacing all the seals and have the timing belt installed. Followed the procedure to the tee including the 3 tooth routine but the belt doesn't feel tight enough. I also replaced the tensioners and the springs. I can get the belt to slide on the camshaft pulley with my fingers pulling on the belt's edge on top of the pulley. Didn't pull the belt off but it moved 1/2 inch and think it would have come off the pulley if I kept going. Any suggestions are appreciated because I'm worried that I've got a disaster in the making.

With the tensioner loose, rotate the crankshaft counterclockwise and stop again at TDC, then tighten the tensioner nut. After that, rotate the crankshaft again and stop at TDC and you should have adequate tension.
