Default Radiator steam like crazy

Been helping a friend over the phone on fixing his overheating problem, First thing I went over was bleed the lines. He said there was bubbles whenever he turns it on with radiator cap off. So I told him how to bleed them and there's nomore bubbles in it. But look at how much steam is coming out. Why is there so much steam? He said it's not overheating while it steams

Are you running pure water? I'd that after driving or idling?

Temp gauge is working, radiator fan turns on, Thermostat not sure if there's one installed or not. He's going to put a new thermostat in it whether there is one or not in alittle bit

I'm leaning more torwards headgasket blown. I had a headgasket leak in my integra, radiator steamed just alittle bit and burned coolant. My head is in the machine shop right now. He said his oil looks kinda milky. I'll just go over there and look at it myself in alittle bit
