First off welcome to Honda Tech.

Second off you're going to get properly flamed for your question because a simple Google search will reveal everything you are looking for.

Thirdly all Honda motors are "good" at different things, so be specific about what you ask.

What are your goals?
What is your budget?
What are your state laws, or do you even care?
Is this going to be a daily driven car?
A track car?
A track/road car?

My goal is to rebuild my car. motor, suspension, everything. Budget not too worried about. I want something that will have power and throw you back in your seat. I'm not a big fan of turbos though so if we could stay away from those that would be great.

I want to rebuild my car. If I wanted a new car I'd go buy a new one. If you read my post I'm asking which is best not buy a new car or a v8.

Biggest displacement engine you can find. What is the mystery that people have to keep asking this tired question? Like maybe this time the answers will be different than the last time someone asked this SAME QUESTION. You can Google and hit up Wikipedia for horsepower and torque specs. B16's are a bullshit engine. Not that powerful and **** poor for torque.
As a noob you are encouraged to search prior to posting. The first thing you should do is check the FAQs and avoided these repetitive questions altogether. You would have found this link.

To cut all the bullshit if budget is not a factor find someone with a freshly smashed 2011-2012 Civic Si, pull the K24 and start laying down the cash to swap it into your 1995 ex.

This conversation has been had a 100,000 times

Or try a K20A swap, or if you want to be more conventional find an H22A and swap that in. If you want something that will be more native to your chassis get a B18C. If you want to build an engine and your laws allow it try a B20 block with a B16/B18 VTEC head.

I've given you enough search terms above to start you on an endless journey,

Since money isn't an issue then drop a k20A and if you don't want to go with that route then do a ITR 98 spec complete change over. And then start working on the engine port polished etc. The upgrades are somewhat endless.
