No.
No.
I'll say it again for you.
No. Especially not in CA. If you want to go all-motor, check the all-motor forums, but be prepared to be laughed out of existence with such little displacement. You say you're on "a budget", but you can't tell us what that budget is? Power for power, boost will be cheaper for any significant gains, period. Then you have the problem of the state you live in - there is next to nothing you can do for real power that will be street-legal in CA, unless you have deep pockets.

Is this your first car? Serious question. I live on the opposite side of the country, and even I know about smog, BAR, and all the other emissions **** you have to deal with over there.
You have a lot of reading to do. We aren't here to spoon-feed you. Start off with these threads. READ. Grasp the information being given to you. Learn it. Dream it. Then go to your local library, go back to the legal section, and learn about what laws and regulations you, as a CA resident, have to deal with.

Bolting a transmission onto a longblock is hardly "building" a car. There is actually a build thread, directly in one of those links I gave you, where they did EXACTLY what you are talking about doing. There are plenty of "name brands" out there. Don't get caught up on them.

You need to heed the knowledge.
Living in So Cal you should be even more fearful of smog police.
Have you ever seen or heard of a rolling smog stop?
You should have ... but if you arent aware, they particularly have them in your neck of the woods.
Here is how it works.
The CHP and smog ref set up a stop, kind of a sobriety checkpoint in nature.
The ref points out car and the CHP makes you roll up on a dyno.
Since there are no aftermarket CARB legal turbo kits for sale in california you will get an automatic first class ticket to the smog referees home office.
Along with a nice fix it ticket... the only way to fix it is to make the car compliant.
That aapointment you will have to make usually takes place at a junior college for the most part.
If you strip your car of its illegal parts and pass and ohhh yea you will have to get your car BAR decaled too.. so this will be one of the first things you need to do after you do the swap. Not all EM-1s came with a B16 right?
Then you will have to go to traffic court to present your smog cert.
Going to court isnt all that easy.
For the most part you will have to show up at the crack of dawn to be one of the first 100 to be seen at 10am. Dont make it in time and you'll have to come back the next day.
In the mean time..the fix it ticket you got .. the time clock is ticking.
Soooooooooo if i were you... id just stick to stock parts and some carb legal bolt ons and drive that car and go to school.
Your money is better spent on your education than having a bad *** car that will end up costing you more money to be bad ***.
Not worrying about smog... if you know those kinds of shops that pass anything thats cool but keep in mind, they usually get put out of business when the state finds out they passed yours.
In fact with the new star smog its getting harder to pencil whip an inspection.
Build it when you have the means and the budget to do it right.

yea actually i have its kinda funny though because the police and people that operate it say its only for research purposes. but the couple of friends that have been on those said they just dyno'd it and thats it. but i dont want a beast i just want a nice setup if i could gain 50-100 hp id be happy ;D
but that court sequence you stated i havent heard that, harsh...have you had anyone you know that has been threw this?
no i know my career is my priority, but cars have always been a passionate hobby i have, when im not doing homework/assignments or working i like to get the old wrench out you know.

dirty, there are two or three CARB cert turbo kits, but good luck finding them in complete, and working condition - they aren't actively sold anymore, and you would have to get them second-hand. Also, EM1 is the chassis designation for the 99-00 Civic SI, which by definition comes with a B16A2.

But stroking it and amazing head work is what you're gonna need. You should look into gearing too... weight reduction. ..

This kind of a build isnt economically feasable.
Nor is it wise to do here in the democratic republic of california.

Re: B16 ALL MOTOR BUILD ... NEED ASSISTANCE
Now budget is not really part of the equation, but gsr crank with b17a rods and the 95mm stroker pistons is a way you can go. The rods would have to be shaved to fit the crank but its a way to stroke it with reasonable price. Then amazing head work if you can afford it... you WONT get 300hp out of it but you will see some nice numbers. A very similar setup to someone else on here and he was hitting 267ish or something like that... not sure on his head work. I believe that b16 created the most n/a hp on a b16 to this day or that i have heard of... so look into it...
