Ditto the above^^^
If the fuel pump is not turning on it can only be the pump, PGM-FI Main Relay or related wiring, [including the ground as mentioned].
To test, access the PGM-FI Main Relay, unplug it, test the yellow/white lead to confirm it has power, [12.5V+ or better], then use a paper clip and jump from the yellow/white to the yellow/black fuel pump power lead, [there are two (2) yellow/blacks, fuel pump relays output and fuel injector relays output, make sure you have the correct yellow/black].
If pump does not turn on right away, replace it, if it does turn on the problem is not the pump. 94

Okay I did the paper clip thing u told me to doo....the pump turns on fast with the paperclip...but it still lags for the pump to start?
Da paper clip turn the pump on fast.....but sometimes wen I connect it to the relay it takes sometimes 1 minute to start or someitme more...iknow its not the main relay cuz I have a brand new one on it...now idk what else it can be?
You have a PM.
Also wires to check voltage on are...
Yellow/white, hot at all times
Black/yellow, hot in run and start.
Blue/white, hot only when cranking to start.
You should also check the voltage of the yellow/black, [fuel pump power lead] with relay plugged in and ign. on, have meter connected when ign. is turned on, check voltage, wait at least 1min., check voltage.
Do the same with the other yellow/black, [injector relay output].
Before you do any of the above, when you said, "the pump turns on fast with the paperclip...but it still lags for the pump to start" did you mean, even with the paperclip, it still takes time for the pump to start running or takes time to get up to spead?
You may also want do the jump from the black/yellow to the yellow/black, [fuel pump power lead] and let me know what happens.
The black/yellow, [true ign.] is fuel injector relay "exciter", [turn on] lead, it is also the fuel pump power lead, [through fuel pump relay]. 94

I gotta get a voltage tester..........by the method of the paper clip it turns on the pump on really fast without waiting or lagg.....but wen i plug the wire into the main relay i put the car in the on position and it takies a while for the pump to start and then the CEL takes off and the main relay powers up/clicks and i can now start the car.....but i jst dont like the fact u sometimes have to wait 30 seconds,1 minutes,5 minutes,10 minutes,,, its just annoying.....
i also noticed wen i did the paper clip method.....i also noticed wen i put the key in my car to thr ON position my S3 light was blinking quick and i culdnt figure it out and knowing that i blew out my 10 fuse on the hood box i had to change it and it took off but idk if thts bad wen i test the relay wire it blew out the 10 fuse which says ECU i think but i put a new one and it took off...
