Default Won't Start With D4 Flashing

I have an F23a with an A/T and for some reason I cannot start the car at all and D4 came up solid on the gauge but is now flashing.. I can manually turn the engine but the starter which is new and indeed working will not turn it. How is it possible that the starter which is catching the flywheel not turn it but I can manually? Also what does D4 flashing mean?

Lastly on this 99 accord is there a connector where I can short it to see the blinks/codes?

Check the battery, battery connections, and the cables. If the battery has a low charge, or the cables are loose/damaged, the starter will not have enough power to rotate the engine.

Is the shift selector in P or N when you try to start the engine?

The battery is brand new with 100% charge, cables are perfect and the starter is new. As usual i can only turn the starter in park or neutral meaning range switch is fine, i also just did the main relay.. What else could this be? Also by having the battery disconnected wouldnt that clear anything? Apparently it doesnt. I dont think a solenoid could cause this as the car is off..
