Default ARP rod bolt will not torque, keeps spinning

This is a straight turbo LS setup.
Just a little history here, I haven't put a motor together in about 5 years due to my career. 5 years ago when I put this motor together (and blew it up) I noticed when I was putting my rods in, all of the bolts torqued fine except for one single bolt on #2. So with the intentions of not giving a **** I went ahead and left it, even though it didn't torque. I did not check the stretch or anything like that it was a very much throw it together setup, car was only $500.. etc

So it ran for about 2 months turbo'd on a SC61 on 18 psi on pump gas to 9000 rpm daily, finally I melted a piston and cracked a sleeve(detonated, fuel pump took a ****).

So I got some new ARP rod bolts, and im sitting here with a decision, do I buy a new set of rods, or figure out this #2 rod situation?

I have the OLD eagle rods with the small 5/16 arp bolts, I got brand new bolts ready to go in, but what do you think the issue is or the problem is? like I said it revved to 9000 rpm without any issues without hearing the *click* on the torque wrench last time.

this is going to be a stock sleeved b18a block, with block guard, forged piston/rod setup with a worked LS head with valvetrain, on maybe 15 psi on the same sc61 on pump gas.

thanks to any machinist with info

I dont understand your problem. Put the new bolts in and make sure they torque correctly

Last time I put in new bolts, it did not torque down, on one side of the cap on #2 connecting rod. I dont think its going to torque this time either, basically do you think somethings wrong with the threads on that side of the rod, should I waste $$ getting it checked over, or just throw it together because it lasted last time, or get a new set of rods, even though I already bought brand new bolts for these rods. I dont understand why 7 bolts torqued to spec just fine and the one will not torque, it keeps turning and turning and turning after it should click on the wrench

You tore the thread right out of the rod. Replace the rods. You might be able to timesert it. Not really a fan of helicoil for this application.

Try a different bolt as the bolt maybe bad.
