What is needed to paint polyurethane lips??

Tried to do my lip on my civic but after it was on the car it chipped to hell and I wanna redo it. Heard I need a plastic adhesion promotor. Basically what ALL do I need and any tips would be great.

if its bare plastic...

degrease it
scuff it with a grey scotchbrite
degrease it again
adhesion promoter
primer sealer
base coat/clearcoat
