Are you running stock springs (stock height; not a lowered car)? 38 or 45 offset should be OK if you're at stock height
The 2002-2003 Civic SI has a lug pattern of 4x100. So if the wheels work for both 4x100 and 4x114.3, then they will bolt on (wheels will NOT work if only meant for 4x114.3 only)
I'm not sure if that bore diameter will be a problem or not.

You can decide on what size rim you want (I think 16s or 17s are good. 16 for track, 17 for DD). But you have to get 4x100/114.3 for stock 03 ep3. And I think +40 offsets are perfect for ep3. They sit perfectly flush with the fenders.
Tire size does highly effect how low you can go. Take a look at my car...I have 205/40/17... http://forums.clubep3.com/showthread.php?t=777148
