Default Best chip for socketed P28 ECU for B16A JDM engine

i have a 1993 b16a JDM engine with a stock intake, 4-1 header-2.5" exhaust, 16lb flywheel, apexi V-AFC, so mostly stock engine, has a socketed P28 ECU in it with a skunk2 chip, way too rich, and engine light comes on if i run 0% on the V-AFC, so i lean it to around -18%, keeps engine light off (code O2 but new), and to pass emissions in HC and CO, but NOx runs high, but adding more fuel raises CO, HC levels, and drops NOx, and i heard ading 2 gals of E85 in your tank before emissions lowers NOx, HC, and CO, have not tried it yet, so any info would be helpful on it

so back on topic, which chip would work best for my setup, not burning too rich, and keeps engine light off.....i have mugen, superchips, J's Racing chips i could install these three chips or i need to buy another chip, but i want to know anyone's experience with these chips, and which works best for my setup, the one's i have or one i need to buy???

hondata, neptune, crome, etc.

find a shop that will do the tuning and see what they're most comfortable with

i have a spare laptop i can leave in the car so what would be the best budget setup i could do, and which brands would be recomended?
i really want to get this car running good, in in ga. so i don't know of any tuners around here to ask?

been looking at ha motorsports website, on the neptune boost (never know when ill add the turbo) for 650.00 or hondata s300 fo 650.00 is there better prices, this includes ecu, or another website..to buy complete packages?

the other way i was thinking was getting the Innovate MTX-L All-In-One Wideband Gauge Kit, and using the V-AFC the properly get the air/fuel ratio correct....what do you think about that way?

also my three chips were done by hyperducktuning.com...so if any of you know of thse chips?
