Default lsvtec sluggish. no power. timing question

my lsvtec is extremely slow. it feels like it has absolutely no power above 3000 rpms. i think it has to do with my cam and ignition timing. i never bothered to adjust either of them. right now the car has a p28 with a pretty decent basemap on it. i dont have enough money to get it tuned as of now.the motor is a b18b block manley rods manley pistons 9:1 cr b16a2 head itr manifold and tb header and exhaust. could it be just the low compression that is making it sluggish or could the timing be doing it? what should i adjust the cams and ignition to? thanks

Was it always like this or did it just start suddenly?

dont drive the car if the cam timing is not set you will damage your motor!

Get a service manual from advanced auto and start reading! For the cam timing align all three marks 2 on the cam gears and one on the crank, set the ignition timing for 16.5
