Default 1986 honda civic si 1500 1.5 ecu

Bought car recently. The guy said it was stock but the 1986 honda civic si 1500 1.5 was put in. The car runs funny and he said it needed the non Cal emmissions ECU. Does any of this make sense? Thanks in advance.

cali emissions means it has an egr system. check to make sure that its not clogged up, or that its there at all. i may be wrong, but i dont believe the ecu has anything to do with the egr system so id say check that its complete. If its not, make sure there are no leaks and with it being that old you may consider making sure that the carb is functioning properly and that the vacuum routing is correct.
