Oil Leaking Between Head and Bottom Block
So I recently rebuilt the HEAD on my 95 Integra GSR. After installing the HEAD onto the BOTTOM BLOCK, there was a LOW COMPRESSION in the 2nd Cylinder. Also, there is OIL leaking between the HEAD and BOTTOM BLOCK right above the Transmission. When trying to START the car, the OIL drips out all over the Transmission. Nothing was DONE to the BOTTOM BLOCK in the process of REBUILDING the HEAD. What steps would I need to do to FIX the COMPRESSION and OIL LEAK?
Did you get the head resurfaced?
If you didnt then that can be one of you problems.
Second problem might be you didnt torque thw head within specs
And the last thing i can think of is that you may need to get the block decked.

It's rare that a block would need to be decked. Check all seals in that general region before taking it apart again.
did you follow procedure of any type of manual for this job?
assuming you did, what were the compression numbers of all 4 cylinders? it's possible you installed the head gasket upside down.
and this may be a silly question, but you did adjust the valve lash prior to installing the head, yes? because that needs to be done whenever you get a head back from the machine shop.
for the oil leak, brake clean off each suspected area one by one until you find it. places i'd look first:
-cam plug
-distributor
-valve cover seal
-vtec pressure switch
-vtec solenoid
so, if you followed the procedure, adjusted valve lash prior to installation, positive you'd installed the head gasket right side up, provide us the compression numbers. if you did everything correctly, you're going to need to blow some air into cylinder2 spark plug hole and see where it's leaking

If I'm not mistaken they use stretch bolts on that head too so you might not be getting the right amount of torque on your head. But need to make sure the gasket is installed the correct way and I hope you had the head surfaced like these guys said

Oh and if you didn't replace the head bolts would be a good idea to even if that isn't the actual problem. But it could be down the road. Better safe than sorry
yea sounds like incorrect head gasket or torque issue - and head gaskets are installed completely dry!! make sure block is clean with no old gasket material or oil coolant etc...
