**Emissions in CA** Failing...again!

From: Santa Ana ES in 415 NORCAL where clean ricers are found :P
**Emissions in CA** Failing...again!
So my car failed emissions two times, first time it fail by a small amount in 15 mph.
Due to the timing being off.
Changed the timing all the emissions went up by a lot.
I went to smog my car the other day, it failed because the timing was off.
I go the second time and it turned out to be a Gross Polluter now.

I got a new cat converter, and emissions were still the same
Any help will be appreciated.
