did you move the distributor by accident by any chance? you may have put the distributor timing off a little bit

Tried replacing plugs and wires and new fuel filter still hesitates almost like it cuts completely out unless giving more throttle.....

Carbon connection ? What's that ..ain't a Honda tech lol

There is very small part inside the middel of the cap that they don't give you when replacing your rotor which is odd. But if you remove the cap and look , it will be there or it won't.

Its like flint to a lighter. there is metal inside the cap so it my not be a full connection with out this part.

Did it run like that before the cap and rotor?

Was it a honda cap and rotor or aftermarket? If so was the rotor a push fit or did it have an opening for a set screw?

The cap before was a clear cap guessing aftermarket and the rotor came out like it was pressure fit but now I replaced just standard cap and rotor and this rotor has spot for set screw but I don't have one

Could this be the problem ? No set screw?

That is possible the screw is cheap, get one and put it in.
