Coolant temp fan switch not grounded??

Default Coolant temp fan switch not grounded??

I installed the third motor in my civic today came to the conclusion that the fan was not turning on. Replaced the fan switch started the car when it reached 210 degrees f, i shut it off. (fan did not come on)so i grabbed the test light and attached it to the ground for the battery and poked into the green wire for the fan switch it completed the circut and the fan turned on. WTH. So does that mean the switch is not grounding?? Thank for the help.

Jump the connector to see if the fan runs, turn the key to the 2 position.
