95 GSR won't rev to stock rev limiter and smokes

Default 95 GSR won't rev to stock rev limiter and smokes

I need every possible cause that won't allow an engine to rev to its stock rev limiter. I believe butterfly valve opens but no vtec. Very sluggish. When throttling it, excessive smoke can be seen from the muffler and smells like fuel. It's only reving to 7k. Stock '95 GSR Civic EG. Untouched OBD1 P72.

I've replaced spark plugs, spark plug wires, bought new GSR fuel pump, new fuel filter, new starter, tried a different P72 ecu, timing is correct and nothing's been able to fix the problem. No CEL's. WTF is going on.

Did I over look something? Somebody please help me out

Are you sure your cel works? Have you checked mechanical and ignition timing?

Yes CEL works. CEL comes with all other lights when turning the key and goes away when the engine is on. Timing is correct. When the crankpulley is at TDC or lined up wit the marking on the timing belt cover both horizontal lines on the cam gears lineup perfectly. Ignition is set to 16 degrees.

Have you checked to see if you can access a data stream and look at the o2 sensor readings? Make sure your o2 are operating and functional

how would i check if the o2 sensor is working properly? never done it before

Btw. Have a friend double check the items u listed as done or not defective. It couldn't hurt. Here's a video but. Make sure you have the diagram for your specific motor.

Measure the fuel pressure and test the FPR.
