Default weird eletrical problem

so i had a d15b in my 90 ef si, and i put a b16a(2 gen) and i converted my single cam harness to obd1. i had problems but i fixed most of them now i can drive it but my brand new altinator wont charge my brand new battery. so i checked for a short by getting my multimeter and puting it on 20volts and puting one of the cable on my ground cable that i disconected and the other cable on the ground terminal while the positive cable was on the positive terminal, and it reads anywhere fron 14.78-18.79 volts. so i started pulling fuses and i found the wen i pull the igition fuse it goes from 18.79 to 16 volts. fuse 12,8,4 (http://img37.imagevenue.com/img.php?..._122_861lo.JPG) i pulled all of these fuses and pulled the ignition fuse out of my fuse box under the hood and it will go to 0.00 volts. idk wat it could be i have a cel code for tps,o2, speedo doesnt work but the milage part works, wont pop vtec, runing p28 with obd0-obd1 jumper. o and i have a rev limit at 1500 wen the gas is parshally pressed.i think it has todo with my tps.other then that it will go all the way to 8k

do you have the alternator wire from the engine harness connected at the main underhood fuse box?

wont pop vtec
VTEC will not work if you have codes showing at the ECU
