TBelt Adj arm locking bolt stays in or out?

Default TBelt Adj arm locking bolt stays in or out?

Finishing up a timing belt change on a 95 Accord LX coupe (non-vtec) and having doubts about locking bolt on timing belt adjustment arm...

Chilton's says on Accords (all but VTEC), the locking bolt stays tightened down (after belt adjusted of course). I have seen vids on youtube where the same bolt is left out so the spring is left to always keep tension on the belt.

Hmm, which is it?? In and tightened, OR removed altogether? Would like to be sure before closing up the TB covers.
