i recently got a 92 ex from this kid that had glow gauges, neon lights etc on the inside..

so after a day removing all that crap i saw this plug under the dash by the pedals
its just hanging there, it goes into the harness but i cant seem to find the female end of it..

2 wires
solid green/white line
solid green/wred strip

grn/wht and grn/red are the wires for door lock and unlock, but unsure if that connector or those wires have to do with that or not.

Top pic looks like the brake light switch (T-tap connectors are typically for aftermarket cruise control)

Second pic looks like the plug for the clutch start switch relay.

Have you actually looked at the brake switch on top of the pedal to see of the plug is plugged into it? Also the clutch relay has nothing to do with clutch engagement.

Does anything not work...might just be an unused plug, or a aftermarket security/remote start considering that kid had all that stuff in there.

ok after goin to this guys house to get few parts off his eg, i look at the gray plug it dont go to nothig its just taped to the harness

now as far as the green plug with the jumper wire.. i found where it gose.. its kinda small and tight ..(lol) to get to so i plug it up and as i turnd the key over i jus get light and hear the fuel pump, but key wont turn over untill i unplug and put the jumper back on.
it plugs into a black 4 prong fuse looking thing...

Like I said earlier, clutch start switch relay. Did you have the clutch shoved in when you tried to start the car? The relay might actually be bad as well, which would totally explain someone bypassing it.

You might be able to get what at a parts store, not sure. You can definitely get it from honda, or used at a junkyard. I *think* the sunroof relays are the same.
