Default ? no start ?

ok so i got a 98 hatch, B20 (plan to eventually put my vtec head on it), got the ecu for that motor (its obd2b. 98 civic obviously obd2a) so i change all the wiring to 99-00. 99si engine harness, a 00 ex 5sp cabin harness(behind the dash), 00 hatch floor and rear harness, 99-00 under dash fuse box. i got it all installed turn the key on, lights come on fuel pump primes, everythin seems good, turn key to start...nothing. no power to the starter, everythin is well grounded, main relay is good, no fuses blown under dash or underhood, power come out of the ignition cyl, can hear relay clicking but no power to the starter. only other thing i noticed to not work is the horn...

i have checked everythin i could imagine, im at a loss and before i take the dash out again figured id consult my fellows here. any help greatly appreciated

Test the connection from the ignition switch to the starter. Also, your power wire to the starter.

wat u mean connection from ignition switch to starter? the main power lead to starter straight from the battery is good, there is power comin out of the ignition cyl, relay clicks but no power comin out of the harness @ the driver side firewall.

if i jump the starter manually it cranks but does not start, for a sec after cranking by manually jumping starter it briefly sounds like its bout to start but doesnt. n i dont wanna burn up my starter

the horn is not working either, only other thing i can see outta place

Run a jumper lead from the starter to the pos battery cable. If it doesn't crank your starter may be the issue.

Or starter solenoid, or the power wire, or the ground for the starter is the issue or connections need to be cleaned up.

actually its not a bad ground as i stated above everything is well grounded, take a test light off pos+ terminal and it lights when u touch anything (block, head, distributor, starter, waternecks, trans)
