Default Timing Belt Won't Turn? Tight and not snapped

So, gunna get a EG Sedan and upgrade from my EF Hatch. 3rd car and I can't even drive yet.. Lol

Anyways, looking at a nice EG Ferio (Sedan) and only problem is cosmetics and the timing belt will NOT rotate/move/turn no matter what!

What's the deal?

Just go look at it yourself. It could be anything!

Could be seized or just a dead battery...lol...

I might not even get it..

Lol it's a wild guess. Could spend $20-$4,000 to fix the damn motor xD
