Default To much Play in Brake Pedal

Hi I need some advice.

My Car = Honda Accord 1998, all disk brakes, v6.

I just had, my entire brake system replaced, lines, pads, rotors, wheel cylinders and Master cylinder, Callipers, and emergency brakes, including gas lines, everything is new.
I had good brakes before I brought it in, for a punctured brake line(hit some ice).
It cost me more than $3500, at a Honda Dealer, and 3 weeks of waiting.
Now the car stops ok, and it's smooth and even.
But, my brake pedal, goes almost to the floor before it stops, 1 or 2 inches.
In fact, I can push it to the floor, with no effort.
They checked everything twice, re-bled the brakes system twice.
They now tell me, that it's perfectly normal, for new, 4 wheel disk brakes.

I have never seen, or heard of any brake petal, going down that far and it be normal.

Is it normal, or is the new master cylinder leaking internally(My guess).
I am scared to drive my car.

Help please.

Mark
