Default no power to A/C compressor 1996 civic help

1996 civic DX, not getting power to the A/C compressor = no a/c worky. the dash button for the a/c illuminates just fine when pressed in, the car idles up slightly and the condensor fan comes on. i have checked number 17 fuse (7.5amp) under the dash and its fine. ive played around with swapping the 3 relays around in the under hood fuse block. ive also jumped the connector for the low pressure switch... a/c compressor still will not engage. tried looking at/tracing some wires near the compressor and all look to be in good shape? what else can i check? any help is greatly appreciated... oh, and i did search a few times...

Is it grounded? Mine did the same when the ground came loose.

the ground on the compressor itself? yes it is secured good... also, i just went out there and crawled up under the car and unplugged the red wire going to the compressor and ran a straight wire to the battery positive. the a/c compressor kicked on when i straight wired it, so i know the clutch is good. also, the freon was low, while the compressor was kicked on i put a tall can worth of freon in the system and it blew cold for the duration of me having the compressor straight wired. on the supplied gauge that came with the "arctic chill" can it was in the green which is "low" so after a full can it was still low. anyway, i unhooked the straight wire and plugged it back into its connector. then i started the car up again and with the low pressure switch jumpered the compressor did not kick on, i then plugged the low pressure connector back to the switch/dryer and still nothing. i am just not getting power to the compressor itself?
