Default 98 ek w/y7 block and z6 head, random misfiring all 4

Recently became owner of this. Needless to say, I'm new to the game, didn't know what I got myself into, and....yea...I'll save the sob story for another time. The car has a y7 block and 95 z6 head. CEL is on, jumped the service port and I got codes for random misfiring on all 4 cyl, as well as fuel pressure sensor, code 91. At idle, I have a pop pop noise, idles at almost 1k and kinda stutters. At higher rpm, everything's fine, no hesitation or bogging. Of course, the entire EVAP system is gone, as well as AC delete. Some pictures to explain better the kind of set up my car has:

Was gonna clean up the IACV or FITV, but found this, it sits right below the butterfly valve, where the FITV should be:


P2E ECU, so VTEC solenoid just leads to a jumper harness right now, I'm getting a P2P ECU soon
